You need a good web editor to put the pages together. The best is KompoZer an open source WYSIWYG HTML editor. KompoZer's WYSWYG editing capabilities are a main attraction. In addition KompoZer allows direct code editing. KompoZer complies with the W3C's web standards.  By default, pages are created in accordance to HTML 4.01 Strict and use CSS for styling.

Using KompoZer takes some practice, so after downloading the program, try working through some tutorials. I provide one here .  Another good web site is GregTutor's.
